REGULAR MEETING OF THE CHIPPEWA TOWNSHIP BOARD

February 2, 2015

Supervisor Smith called the meeting to order at 7:00 p.m.

Present: Rob Smith, Fran Ash, Jan Gill, Michelle Quakenbush, Gail Huber

PREVIOUS MINUTES
Motion by Quakenbush, supported by Huber, to approve minutes of January 5, 2015.
Motion carried.

TREASURER’S REPORT
Motion by Ash, supported by Huber, to approve the treasurer’s report of Feb. 2, 2015, balance of $1,946,532.19 and overall balance of $2,488,463.86.
Roll call vote—Yes: Smith, Huber, Gill, Quakenbush, Ash; No: none.
Motion unanimously carried.

PUBLIC COMMENT

UNFINISHED BUSINESS

EXPIRED TERMS

Motion by Smith, supported by Gill, to re-appoint Michelle Quakenbush, Susan Gates, and Monica Richer to three-year terms to the Planning Commission.
Motion carried.

Motion by Smith, supported by Quakenbush, to re-appoint Gail Huber to a three-year term, Gary Sperry to a two-year term and Brian Smith, alternate, to a one-year term to the Zoning Board of Appeals.
Motion carried.

Motion by Smith, supported by Quakenbush, to re-appoint Robert Ervin and Gary Sperry to a two-year term to the Board of Review.
Motion carried.

 

NEW BUSINESS

ZONING ADMINISTRATOR TIM BEBEE
Bebee was absent. Quakenbush stated he should have the maps for the Master Plan at the February Planning Commission meeting.

2015-2016 BUDGET MEETING
Motion by Ash, supported by Quakenbush, to set the date for the 2015-2016 public budget hearing after the March 2, 2015 regular board meeting.
Motion carried.

TOWNSHIP SHARE OF FIRE PROTECTION BUDGET
Motion by Ash, supported by Gill, to pay $57,266.97 for Chippewa Township’s share of fire protection budget.
Roll call vote—Yes: Huber, Smith, Gill, Ash, Quakenbush; No: none.
Motion unanimously carried.

BUDGET AMENDMENTS
Motion by Ash, supported by Huber, to approve the following 2014-2015 budget amendments:

Supervisor computer & software: $1300.00,
Election postage $300.00, 
Assessor postage $900.00,
Assessor computer & software $50.00,
Township offices repair & maintenance $2400.00,
Fire protection operating expense $300.00,
Zoning publications $70.00,
Pension plan township portion $2000.00.

Roll call vote—Yes: Gill, Ash, Smith, Huber, Quakenbush; No: none.
Motion unanimously carried.

MIDDLE MICHIGAN DEVELOPMENT CORPORATION
Supervisor Smith asked the board for permission to pursue a contract with the MMDC. They have time and resources to give assistance with grant writing. He will bring back information to the next meeting.


PAY THE BILLS
Motion by Huber, supported by Gill, to pay the bills.
Roll call vote—Yes: Gill, Huber, Quakenbush, Ash, Smith; No: none.
Motion unanimously carried.

OTHER
Treasurer Gill stated she had talked to Chuck Mullins from APM at the MTA conference and he offered to supply workers to help with a tire collection. Bill Miller will check with the tribe to see if they are having one again this year.

Clerk Ash will contact Lee Schlappi regarding doing a spring clean-up drive.
